        Authorizes the Comptroller to delegate the pre-audit
        responsibility for proposed payments less than $1,000
        to the departments.

HB 2581 HD1      RELATING TO THE REPEAL OF UNNECESSARY GOH,JDC
        ADMINISTRATIVE RULES
        Repeal administrative rules that are unnecessary or
        obsolete.

HB 2582 HD1      RELATING TO ADMINISTRATIVE RULES   GOH,JDC
        Provides an expedited process for the repeal of
        obsolete or unauthorized administrative rules.

HB 2587 HD1      RELATING TO THE REPEAL OF NULL AND VOIDGOH,JD

        ADMINISTRATIVE RULES
        Repeal of null and void administrative rules to reduce
        regulatory burdens.

HB 2088 HD1      RELATING TO PROCUREMENT            GOH,WAM
PROPOSED   Prohibits a person making an expenditure for (in
        addition to those making a contribution 
SD1     to) a candidate for Governor, Lt. Governor, mayor,
        county council, PAC committee or political party from
        receiving a contract from the State or any county for
        one year from the availability of the contract,
        including subcontracts.  Includes immediate family
        members under this prohibition.

 


 
HB 2311  RELATING TO THE PROCUREMENT CODE FOR DESIGN  GOH,WAM
PROPOSED PROFESSIONAL SERVICES
SD1     Amends the law relating to the procurement of
        professional services, establishes criteria to be used
        by a screening committee for the selection of
        qualified persons and to require the electronic
        posting and publication of contracts that have been
        awarded.

HB 2716 HD1      RELATING TO CONDOMINIUMS           GOH,JDC
PROPOSED Requires mortgage holders to pay common expenses while
        foreclosure proceedings
SD1     are pending, if the unit is being rented.  Gives a
        condominium association a limited priority lien for
        unpaid common expenses.

COPIES OF THE PROPOSED SD1'S WILL BE AVAILABLE AT THE STATE
CAPITOL, ROOM 220.

HB 2451 HD1      RELATING TO A REPAIRS AND MAINTENANCE SPECIAL
        GOH/EDU,WAM
        FUND
        Creates repairs and maintenance special fund to
        finance major repair projects.


        DECISION MAKING TO FOLLOW, IF TIME PERMITS.


Persons wishing to testify should submit 30 copies (single sided,
two-hole punched) of their testimony to the committee clerk, Room
220, State Capitol, 24 hours prior to the hearing. Testimony may
also be faxed if less than 5 pages in length, to the Senate
Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free
for neighbor islands), at least 24 hours prior to the hearing.
When faxing, please indicate to whom the testimony is being
submitted, the date and time of the hearing, and the required
number of copies needed for submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.

HB 2344  RELATING TO ATTORNEYS' FEES                 GOH,JDC
        Removes from the statutory section governing
        limitations on attorneys' fees in actions in the
        nature of assumpsit, the provision that the section
        shall not apply to the recovery of reasonable
        attorneys' fees by a planned community association, or
        to the right of a prevailing party to recover fees
        exceeding 25% of the judgment if specifically provided
        for by statute.
